On the App: Pulling Data Together For Prospective Students Will Be Useful, But There Are Caveats

Posted by [email protected] on Comments comments (0)

Dr Matt Dickson, Reader in Public Policy at the Institute for Policy Research

Every year more than 350,000 students begin Higher Education (HE) degrees in England. With the majority of courses charging the maximum tuition fee of £9,250 per year, the total cost of degrees per cohort is around £17 billion, about two-thirds of which will be paid by the graduates via loan repayments, with the remainder paid by the tax-payer.

HE thus represents a large investment for students and the government and as such it is important for everyone to have accurate information about the relative earnings and employment returns to degrees taken in different subjects and at different institutions. This will allow students to make informed choices about which course to study, and will also allow the government to know which subjects and institutions are associated with the greatest returns, providing a starting point for investigating what the highest performers are getting right.

Fortunately, the newly available Longitudinal Education Outcomes (LEO) dataset developed by the Department for Education (DfE) has allowed the most accurate information to date on earnings and employment outcomes post-graduation to be analysed. The advantage of LEO is that it uses administrative data to track students through school, college, HE and into the labour market – linking up the information on individuals’ background, attainments throughout education and ultimately their employment and earnings outcomes.

This means that outcomes for graduates of different courses across England can be compared, taking into account the differing background characteristics and prior attainment of those who study different subjects at different institutions – essentially allowing comparison of returns for students with the same prior attainment and socio-economic background but studying different courses.

The DfE recently published the first comprehensive analysis of the LEO data and the findings show that the labour market returns to different degrees vary considerably even after taking account of the differences in the types of students who take each course. Both the subject studied and the institution attended have a large impact on graduate earnings but there is also considerable variation within subject across different institutions and within institution for different subjects – so neither subject nor institution is a cast-iron guarantee of high earnings. For example, the best business studies degrees have earnings returns of over 50% more than the average degree, whereas the worst business degrees give returns of less than the average degree. As we would expect, attending Oxford or Cambridge is associated with higher than average earnings for almost all subjects but there are one or two with lower than average returns, and this finding is common across the board, even amongst the elite institutions.

Given this considerable variation in earnings returns, and the fact that both subject and institution are important, the Government has set up a competition to create a free, accessible, and innovative digital tool with the aim of improving prospective students’ access to valuable data on graduate outcomes – allowing them to make better informed decisions about where and what to study.

So what should this app look like?

Accessing information derived from administrative data on the earnings of graduates from different subjects taken at different institutions, 3, 5, or 7 years post-graduation is a big improvement on the information available to students at present. However, it has to be borne in mind that not all courses will be available to all students – entry requirements will dictate the set of courses available given the predicted grades of any student. So for the app to be useful it will need to take into account the A-levels the student is taking, the grades predicted and what this means for the courses available – using information on the entry requirements for each course, already available from Unistats. Then from within the possible courses open to the student, those with the higher and lower earnings and employment prospects could be easily identified. Looking from the other direction, for students finishing GCSEs and choosing A-levels it would be useful to be able to open the app, choose a subject and see the A-levels taken and average attainment of those pursuing that degree at each institution. Seeing the earnings and employment outcomes for each potential course would also help decision-making at this even earlier stage.

But it is not only earnings and employment information that that app could provide access to. Already available for each course in the country is the information from the National Student Survey covering many aspects of each course – for example, satisfaction with course’s teaching, learning opportunities, assessment and feedback, academic support, organisation, resources and student voice. From Unistats there is information on the drop-out rates from courses, and the breakdown of final degree outcomes that could be integrated into the app. In addition, there is also information from the Destination of Leavers from Higher Education survey on the types of jobs graduates are doing six-months after graduation, whether professional/managerial or not, and the type of employer, industry and occupation.

What can’t the app do?

All of this information relating to different subjects taken at different institutions, available in one place, would be a hugely valuable tool for all prospective students. It would bring together the newly available and accurate earnings and employment data that LEO provides, with other types of information on the characteristics and outcomes of each course, providing a comprehensive picture that would be extremely useful in informing choice.

However, there are very important caveats to bear in mind with any app of this sort. First and foremost, the information on graduate outcomes derived from LEO and other sources tells us something about the pathways of those individuals who chose to study these particular courses. The choice of subject and institution is an inherently non-random one and while it would be possible for the app to take account of the entry requirements for each course, there may be preferences and other difficult to measure skills and characteristics that influence both the choice of course and later outcomes. We will never see identical people in every institution or studying every subject and the impact of a specific course may be different for different types of people, what we can only ever see is the average outcome of a course for the people who studied it. So the returns for each course can only be a guideline and may not be applicable across the board.

Similarly, the earnings and employment information in LEO captures outcomes for graduates who were studying 5 to 10 years ago and have been in the labour market in recent years. Outcomes of different graduates will reflect the demand for different skills in the labour market, as well as the impact of HE provision, and as the economy evolves and changes, skill demands will change and the financial returns to different skills will also change, impacting the returns to different degree subjects.

Even more importantly perhaps are the non-pecuniary benefits of different degree courses. While we can see the jobs that people end up in, it is also important to know how people feel about their job – do they enjoy it, are there opportunities for self-accomplishment, expression and social interaction? All of these things are factors that we know affect mental health, wellbeing and overall happiness and are equally part of the return to different degree courses. Moreover, the experience at university will differ depending on the institutions themselves – they differ in important aspects that aren’t reflected in numbers: they are in different geographical locations and provide different recreational activities, landscapes and physical environments, appealing to different tastes and preferences. The type of university – older versus newer, campus or not – and where in the country it is, will play a significant part in determining the university experience, the people you meet, what you do and where you head when you leave – all important factors and all things that an app will struggle to capture.

The overall picture

So overall the idea of an app that brings together a lot of relevant information on the labour market outcomes associated with studying different subjects at different institutions is a good one. Adding in information about the student experience of each course will allow students with different tastes and priorities to find the right course to meet their aims. But there are big caveats around what such a digital tool can and can’t do and keeping these in mind will be crucial for prospective students making big decisions about their future.

A version of this blog first appeared in Research Fortnight.

Fly flags on November 11, or November 12?

Veterans Day falls on Sunday in 2018. Should we fly our flags on Sunday, November 11, or on Monday, November 12, when those organizations that offer a holiday to workers give the day off?

Two official answers, and a pragmatic one:

1. The U.S. Flag Code specifies “Veterans Day,” which grew from Armistice Day, which is November 11, marking the day of the armistice that ended fighting in World War I. So the law specifies November 11. (There is no enforcement clause in that law, by the way — no flag police will check your neighborhood.)

2. President Trump’s proclamation for Veterans Day specifies November 11 (see below). Presidents may issue proclamations on any of the dates listed in law, or on other dates as they desire. (No flag police there, either.)

3. Get real; you may fly your flag either day or both days. Very few organizations offer Veterans Day as a holiday. Monday, November 12, 2018, will be another work day. Certainly you may fly your flag then, as you may fly it any day. Most formal celebrations of Veterans Day will be November 11. Fly your flags then.

President Donald J. Trump’s proclamation for Veterans Day 2018 was issued on November 9.

Presidential Proclamation on Veterans Day, 2018

Issued on: November 9, 2018

On November 11, 1918, the United States and its allies signed an armistice with Germany to end hostilities in World War I.  The Great War exacted a tremendous toll on our Nation.  More than 100,000 American service members perished in the war, and the lives of countless others were forever altered.  In 1919, to honor and memorialize these sacrifices, President Woodrow Wilson proclaimed November 11 as Armistice Day, the precursor to Veterans Day, expressing “solemn pride in the heroism of those who died in the country’s service.”  This year, as we commemorate the 100th anniversary of the Armistice, we again salute the generations upon generations of American heroes who have sacrificed so much to secure the blessings of freedom for their fellow Americans.

We will never be able to repay the debt we owe the brave men and women who have served in the Army, Navy, Air Force, Marines, and Coast Guard.  To the 20 million veterans alive today:  this Veterans Day, we recommit ourselves to providing you with the care you deserve.  In June, I signed into law the VA MISSION Act of 2018, enacting some of the most substantial reforms to the Department of Veterans Affairs (VA) in a generation.  This landmark legislation made Veterans Choice permanent, ensuring that our Nation’s veterans have timely access to the highest quality of care possible and the flexibility to receive care either at the VA or at a private healthcare facility.  The VA MISSION Act is removing barriers to telemedicine and expanding access to walk-in clinics.  And it is giving veterans who were catastrophically injured in World War II, the Korean War, the Vietnam War, and the Gulf War the same access to caregiver assistance that veterans of more recent conflicts already enjoy.  My Administration is also processing veteran claims and appeals more quickly than ever before, and veterans can now use their GI Bill benefits at any point in their lives.  And, for the first time in history, the Department of Defense and the VA will share electronic health records, improving accessibility and easing the healthcare burden on our veterans.

For many service members, the transition into civilian life can be fraught with challenges.  To enhance their access to critical resources and support, I signed an Executive Order that directs the Secretaries of Defense, Veterans Affairs, and Homeland Security to develop and implement a Joint Action Plan that provides seamless access to mental health treatment and suicide prevention resources for service members in the year following the conclusion of their military service.

As we mark the centennial of the Armistice, we remember the countless sacrifices that our country’s heroic veterans have made throughout our history to preserve our liberty and prosperity.  Our veterans embody the values and ideals of America and the timeless virtue of serving a greater cause.  With respect for, and in recognition of, the contributions our service members have made to the advance of peace and freedom around the world, the Congress has provided (5 U.S.C. 6103(a)) that November 11 of each year shall be set aside as a legal public holiday to honor our Nation’s veterans.  As Commander in Chief of our heroic Armed Forces, I humbly thank our veterans and their families for their selflessness and love of country as we remember their service and their sacrifice.  Today, and every day, we pay tribute to those who have worn the uniform, and we pray for the safety of all currently serving in harm’s way.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, do hereby proclaim November 11, 2018, as Veterans Day.  I encourage all Americans to recognize the fortitude and sacrifice of our veterans through public ceremonies and private thoughts and prayers.  I call upon Federal, State, and local officials to display the flag of the United States and to participate in patriotic activities in their communities.  I call on all Americans, including civic and fraternal organizations, places of worship, schools, and communities to support this day with commemorative expressions and programs.

IN WITNESS WHEREOF, I have hereunto set my hand this ninth day of November, in the year of our Lord two thousand eighteen, and of the Independence of the United States of America the two hundred and forty-third.

Bathroom floor tiles ideas
The crucial elements for the décor or furnishing of any interior space consist of the walls, flooring, and furniture. The material used in the flooring of a space or the walls plays a significant role in changing the appearance and ambiance of the space. Hence it becomes very essential to consider different design strategies and factors when it comes to interior décor. These days building materials are not only used for the furnishing of the space but also used to increase and enhance the aesthetics of the look of the area. When it comes to the bathroom, the areas available to change the look of it are the walls and flooring apart from the sanitary fixtures. A change in the flooring can substantially affect the look and feel of the bathroom area. Some of the most profound bathroom floor tiles ideas are as follows:

Geometric tile pattern:
This is one of the most classic patterns of tiles prevalent in the market which has been a popular choice since the olden times. There are tiles available with geometric designs inbuilt in it which can be used as a flooring material for the bathroom. The sanitary fixtures like the wash basin, water closet, faucets, and bathtub should be kept minimal with simple design and pastel or white color to enhance the pattern of the tiles on the floor. This will give the bathroom a very chic and modern look. The flooring tiles can also be arranged in a geometric pattern if there is no stipulated design engraved in it. Because of the geometric shape and size, it leads to the less wastage of the tiles which makes it a considerably cost-effective alternative.

Singular tile design:
This is a very simple choice of flooring design which makes use of just one type of plain or matt finished tile without any pattern or design. This can prove to be a versatile option if appropriate design strategies are being incorporated in the flooring design. If a bold or dark colored tile is being used in the flooring, it can be complemented with a light colored or white colored sanitary fixtures along with one wall of the bathroom in a contrasting color tile design. The overall combination will definitely add on to the look and feel of the bathroom space giving it a classy aura. This option also proves to be a very cost-effective alternative as there is just use of one type of floor tiles in it.

Moroccan style design:
This is one of the most popular trends in Japan, Spain and Morocco along with other parts of the world. The use of morocco tiles for flooring as well as dado tiles in the bathroom will definitely give it a contemporary appearance along with a slight tinge of a traditional look. It works well for people who want to go a bit over the board for the design of their bathroom space. It is most suitable for larger bathroom sizes as more patterns of the tile design can be incorporated which will give a rich amalgamation of the design and look of the space. This type of tile design in the bathroom can be further enhanced with the use of vintage or marble sanitary appliances.

Mosaic tile pattern:
It is one of the widely used options for the flooring of any wet or combination of wet and dry space. The small pieces of the mosaics are being organized and arranged in a meticulous manner to create an interesting pattern for the flooring of the bathroom. The choice of color of the tiles will determine the type of sanitary fixtures and other materials to be used for bathroom furnishing. The contrast in this case always works best as it highlights all the individual elements and materials used for the décor and furnishing of the space. The mosaic tiles are generally not so expensive and hence this can prove to be a sufficient cost-effective technique of flooring option for the bathroom.

Mural pattern design:
This is a very innovative option of flooring design for the bathroom. The floor space of the bathroom can be made captivating by using tiles which have motifs or designs resembling an image, pattern or shape when assembled together. For this type of option to work well, the floor space of the bathroom should be unobstructed by any fixtures or elements. The use of hand-painted tiles can also be used to create a good design on the floor of the bathroom. In this type of option, people can personalize the design and tile pattern to a great extent.
There are various other innovative techniques and materials for the flooring of the bathroom prevalent in the market.

Chasing Rainbows? Building a structured content platform — Part one

Posted by [email protected] on Comments comments (0)

Over the past decade, I’ve had the opportunity to use a range of Content Management Systems (CMSs). From my experience, I can’t help but feel that the products were designed for developers, not content creators.

Bath’s original CMS

“Many content management systems look like a database got drunk and vomited all over the interface” — Karen McGrane, Content Strategy for Mobile.

The success of any website is dependent not only on the skills, knowledge and talent of content creators, it is also reliant on the tools they use. Ultimately the CMS is where an organisation’s content strategy is executed.

Ofcom’s (the UK’s communications regulator) most recent report into Adults’ media use and attitudes found that UK adults are increasingly choosing to use devices other than computers to go online¹. They also found that while the majority of people had a Facebook account², they are also turning to other social media platforms³.

As smartphone apps continue to grab more of our daily attention⁴, the challenge of successfully reaching and engaging with our audiences will continue to grow.

More content writers, video producers and designers won’t fix the problem. If we are to meet the challenges of creating, publishing and managing content across an increasingly diverse set of platforms and devices, we need better operational and technical solutions.

A good CMS helps to guide… “the creation, delivery and governance of useful and usable content” — Kristina Halvorson, Brain Traffic.

Four years ago, when Bath started talking about building a publishing platform of its own, surprisingly developing a CMS wasn’t on my ‘to do’ list.

However, after listening to content strategists like Karen McGrane and Noz Urbina talk, I was convinced. To create the user-focused website that the University needed, required a CMS that embedded the practices of content strategy through a simple to use interface and workflow, based on the principles of create once publish everywhere (COPE).

Bath’s new CMS called the Publisher

COPE is a content reuse strategy based on adaptive content. To you and me that is structured content that has been semantically marked up so that it can be reused across different platforms and services.

Ultimately “content is data… it defines, describes, discusses, and debates things and ideas… tell a computer some tiny stories about the world... and it [will be able to] figure out how that world fits together” — Designing Content Content, Mike Atherton.

It was clear that the challenge the University faced wasn’t merely to build a responsive website, it actually lay in a fundamental shift in the way people would consume content.

The difference between multichannel and omnichannel communication

In future, experiences would be driven by contextually relevant content (Omnichannel). To do this universities would have to create contextually appropriate and seamless experiences. We knew that we’d need to take a road less travelled and build our very own publishing platform.

Apply for an Alumni Fund grant

Posted by [email protected] on Comments comments (0)

Thanks to the generosity of our alumni and friends the University is able to award a number of grants to support our students, staff and University community. Alumni Fund grants can be made for any project which will enhance the University experience across the wider community. These can support new innovations in academic contexts, fund new equipment or enable new activities to be piloted.

Applications are now open for the next round of funding and close on 6 February 2019. Decisions will be made in March 2019.

Applications are very occasionally considered outside the main funding rounds if there is a compelling reason why the Panel should make a special exception.

If you are interested in applying to the Alumni Fund for a (non SU) grant, we strongly encourage you to come and discuss your project before submitting your application. Book here to come to one of our drop-in sessions.

If you are interested in applying on behalf of an SU club or society, please contact the SU Sports Officer or SU Activities Officer for advice.

Before you apply, read our guide to making a good application.

Complete the application form
